Tax reform with NetSuite to reduce complexity: myth or reality for Brazilian companies?

Share:

The much-debated Brazilian tax reform is beginning to take shape, promising to simplify the country's fiscal system. By replacing a series of federal, state, and municipal taxes with more unified models, the expectation is to reduce bureaucracy and create a more predictable business environment.

But in practice, does this actually represent a decrease in complexity for companies using an ERP system prepared for the Tax Reform, such as Oracle NetSuite?

The promise: lower taxes, more simplicity.

The central proposal of the reform is to replace taxes such as PIS, Cofins, IPI, ICMS, and ISS with two main taxes:

  • CBS (Contribution on Goods and Services), a federal tax;
  • IBS (Tax on Goods and Services), administered by states and municipalities.

Also coming into play is a broad, non-cumulative credit system, as well as a change in the collection location, from the current model (at the origin) to a destination system, aligning Brazil with international standards.

At first glance, the scenario is promising: fewer ancillary obligations, fewer chances of errors and penalties, and more time for the finance department to dedicate to strategic planning.

The challenge: a long transition and a still uncertain scenario.

Despite good intentions, the transition promises to be slow and gradual. The implementation of the new taxes is expected to occur in phases that could extend over years, forcing companies to coexist with two parallel systems, the old and the new, for a long time.

Furthermore, important details such as final tax rates, special regimes, and supplementary regulations remain undefined. In practice, this means that the tax environment will remain complex and will require increased attention for companies to remain compliant.

The role of NetSuite ERP: technology as a strategic ally.

Given this scenario, a robust and adaptable ERP system, such as NetSuite, ceases to be merely an operational tool and becomes a pillar of the business strategy.

In the Brazilian case, Active implements Oracle NetSuite with Brazilian localization, which addresses the country's specific tax regulations, integrates tax and accounting modules, automates tax calculation, and facilitates the issuance of electronic documents (such as NF-e, NFS-e, and SPED).

More than that, ERP allows:

  • Dynamic configuration of tax rules, adapting to changes without the need to rebuild the system with each alteration.
  • Full integration between areas, avoiding rework and inconsistencies that can lead to fines.
  • Real-time reports and dashboards, offering the finance department a clear view of the tax impact on operations.
  • Multi-company and multinational planning is crucial for groups with diversified operations or those already considering international expansion.

Myth or reality?

The reduction in complexity promised by the tax reform is a path that is beginning to be followed, but one that still carries many points of concern.

The reality is that tax compliance will continue to require extreme care, especially during the long transition period.

Therefore, companies that invest now in a flexible platform, implemented by experts who deeply understand the Brazilian tax context, are able to absorb these complexities more efficiently, transforming uncertainty into predictability and a competitive advantage.
